Verse 20 is found in chapter 27 of 1 Chronicles. The leaders of Israel’s tribes are listed, and the census initiated by David is mentioned again. The Chronicler does not repeat all the details of the episode but recalls that the census brought judgment. Tribal administration is thus connected with a memory of the limits that even a king had to recognize before God.
