And the Philistines called for the priests and the diviners, saying, What shall we do to the ark of the LORD? tell us wherewith we shall send it to his place.

Verse 2 is found in chapter 6 of 1 Samuel. After seven months of affliction, the Philistines consult their priests and diviners to determine how to return the ark. The proposal to accompany it with a guilt offering shows that they recognize the situation cannot be resolved simply by sending the object away. The test involving the cows carrying the ark allows them to distinguish coincidence from divine intervention according to the Philistines’ own narrative criteria. The passage presents even Israel’s enemies recognizing that Israel’s God must be taken seriously.
