Verse 10 is found in chapter 8 of 1 Samuel. Samuel communicates the practical consequences of having a king: military recruitment, forced labor, appropriation of land and resources, and concentration of power. The speech functions as a warning about monarchy’s tendency to demand resources from the people to sustain itself. Israel nevertheless insists on wanting a king to govern and defend them. The passage distinguishes between political institution and spiritual trust placed in it: the central problem is that the people want a visible ruler as a guarantee of security.
