Verse 17 is found in chapter 3 of 2 Kings. Elisha announces that the Lord will provide water without rain or wind and will also deliver Moab into the allies’ hands. The prophecy links provision and victory: God can act in a situation that appears naturally impossible. The valley fills with water the following morning, fulfilling the announced word. The passage emphasizes the effective character of the prophetic word. What God declares does not depend on visible conditions appearing sufficient. Divine intervention transforms a situation of wilderness and scarcity into the setting from which Israel receives the provision necessary to continue.
