Verse 7 is found in chapter 24 of 2 Samuel. Joab and the commanders travel through the various regions and eventually return with the number of men fit for war. The scope of the census allows David to know quantitatively the strength of his kingdom, but the information acquires a negative theological dimension because national security cannot be reduced to numbers. The enumeration also prepares David’s conscience to react when he realizes the seriousness of what he has done.
