O LORD, according to all thy righteousness, I beseech thee, let thine anger and thy fury be turned away from thy city Jerusalem, thy holy mountain: because for our sins, and for the iniquities of our fathers, Jerusalem and thy people are become a reproach to all that are about us.

Verse 16 is found in chapter 9 of Daniel. The second part of the prayer appeals to God’s mercy and the honor of His name. Daniel does not base his request on the righteousness of the people but on divine compassion and on Jerusalem’s identity as the city called by God’s name. The center of the plea is that God act to restore His people and sanctuary, not to exalt human merit.
