Verse 25 is found in chapter 1 of Deuteronomy. Moses recalls the sending of the spies from Kadesh-barnea and their report about Canaan. Although they acknowledged that the land was good, the people feared its inhabitants and accused God of bringing them out of Egypt to destroy them. The episode is presented as a crisis of trust: the problem was not the absence of evidence concerning the land, but the fearful interpretation of its difficulties.
