Verse 8 is found in chapter 1 of Deuteronomy. Deuteronomy begins on the plains of Moab, after the long journey through the wilderness. Moses prepares to explain the law again and prepare a new generation to enter Canaan. The command to move toward the promised land recalls that entering it is not a new initiative, but the continuation of a promise made to Abraham, Isaac, and Jacob.
