Verse 20 is found in chapter 17 of Deuteronomy. The law concerning the future king limits royal power. The king must be chosen according to the established conditions, must not accumulate horses, wives, or excessive wealth, and must keep a copy of the law beside him to read continually. The Israelite ruler is subject to the covenant and does not stand above the law.
