Verse 11 is found in chapter 19 of Deuteronomy. Cities of refuge are established to protect anyone who accidentally causes another person’s death. The unintentional killer must be able to reach a city of refuge quickly, while deliberate murder requires a different response. The legislation seeks to prevent both indiscriminate vengeance and impunity by carefully distinguishing the circumstances surrounding the shedding of blood.
