And when we passed by from our brethren the children of Esau, which dwelt in Seir, through the way of the plain from Elath, and from Eziongaber, we turned and passed by the way of the wilderness of Moab.

Verse 8 is found in chapter 2 of Deuteronomy. Moses recalls the long journey through the territories of Edom, Moab, and Ammon. Israel is instructed not to attack these peoples because God has assigned them their own lands. The account distinguishes between the land promised to Israel and other territories that God has also distributed among different peoples. Israel’s conquest, therefore, is not presented as authorization to occupy every territory indiscriminately.
