When thou goest out to battle against thine enemies, and seest horses, and chariots, and a people more than thou, be not afraid of them: for the LORD thy God is with thee, which brought thee up out of the land of Egypt.

Verse 1 is found in chapter 20 of Deuteronomy. Before battle, the priests must exhort the army not to fear, reminding them that God accompanies Israel. The officers must also allow certain men to return home for specific reasons. The procedure shows that military preparation includes both religious confidence and practical organization, and that war does not eliminate all family and social responsibilities.
