Verse 3 is found in chapter 27 of Deuteronomy. Upon entering Canaan, Israel must set up stones, write the words of the law on them, and build an altar on Mount Ebal. The law must remain visible and connected with an act of worship. The people do not enter the land merely to occupy it, but to live there under the instructions received from God.
