Verse 12 is found in chapter 3 of Deuteronomy. Moses recalls the distribution of the Transjordan territory and establishes the responsibility of the tribes that had already received their inheritance: their fighting men were to cross the Jordan and help their brothers until they also received their territory. The arrangement expresses national solidarity and prevents any tribe from considering its own inheritance a reason to abandon the rest.
