Verse 24 is found in chapter 3 of Deuteronomy. Moses recalls that he asked God for permission to enter the land, but was ordered to climb Pisgah and view it from there. Joshua would be the one to bring the people in. The scene emphasizes that even Moses remains subject to the divine word and that the historical mission does not depend on one person. Leadership passes to a new generation while God’s purpose continues.
