And Moses wrote this law, and delivered it unto the priests the sons of Levi, which bare the ark of the covenant of the LORD, and unto all the elders of Israel.

Verse 9 is found in chapter 31 of Deuteronomy. Moses gives the law to the priests and commands that it be read publicly every seven years during the Feast of Booths. Periodic reading ensures that men, women, children, and foreigners hear the law. The covenant must be continually taught so that new generations learn to fear the Lord and practice his commandments.
