And I gave my heart to seek and search out by wisdom concerning all things that are done under heaven: this sore travail hath God given to the sons of man to be exercised therewith.

Verse 13 is found in chapter 1 of Ecclesiastes. Qohelet begins by examining his own intellectual pursuit. He has observed the activities carried out under the sun and discovers that human beings cannot fully control what happens. The repetition of generations and events, together with the inability to make everything crooked straight, leads to a sober conclusion about the limits of knowledge. Even wisdom has a cost: understanding reality more deeply also reveals how much pain and frustration it contains.
