Verse 2 is found in chapter 1 of Ezra. The opening of Ezra places the return of the people within God’s sovereign intervention in history. Cyrus’s decree is presented not simply as a political decision, but as the fulfillment of the word announced through Jeremiah and as an action God moves in the king’s heart. The center of the decree is the rebuilding of the temple in Jerusalem, showing that the restoration of the people includes the recovery of their worship life.
