Then all the men of Judah and Benjamin gathered themselves together unto Jerusalem within three days. It was the ninth month, on the twentieth day of the month; and all the people sat in the street of the house of God, trembling because of this matter, and for the great rain.

Verse 9 is found in chapter 10 of Ezra. All the people gather in the rain, trembling both because of the situation and because of the conditions. Ezra declares that they have been unfaithful by taking foreign women and have increased Israel’s guilt. The scene combines public confession, physical discomfort, and awareness of collective sin.
