Verse 12 is found in chapter 4 of Ezra. The letter accuses the Jews of rebuilding a rebellious and dangerous city. The argument portrays Jerusalem’s restoration as a political threat to the empire. The accusation reveals how a work understood by the people as religious restoration could be reinterpreted by opponents as a project of political independence.
