And thou, Ezra, after the wisdom of thy God, that is in thine hand, set magistrates and judges, which may judge all the people that are beyond the river, all such as know the laws of thy God; and teach ye them that know them not.

Verse 25 is found in chapter 7 of Ezra. Ezra receives authority to appoint magistrates and judges who know the Law of God and to teach that Law to those who do not know it. The restored community needs a legal structure consistent with its religious identity. The decree also establishes penalties for disobedience, showing the integration of law, communal government, and moral responsibility.
