Verse 2 is found in chapter 13 of Hosea. When Ephraim spoke, there was authority in Israel, but its participation in Baal led to its downfall. Religious sin again leads to images of vapor, dew, and chaff, symbols of an existence that appears stable but quickly disappears. Ephraim’s political prosperity cannot endure when its spiritual foundation has been destroyed.
