Verse 15 is found in chapter 2 of Hosea. After judgment comes a surprising turn: God will lead Israel into the wilderness to speak tenderly to her. The wilderness recalls the foundational period of the exodus, when Israel depended directly on God. Restoration begins not with immediate wealth, but with a renewed relationship and an opportunity to hear the divine voice again.
