Verse 10 is found in chapter 4 of Hosea. The growth in the number of priests does not produce faithfulness, but greater participation in sin. Hosea denounces that religious leaders benefit from offerings associated with sin and end up desiring the people’s iniquity. The irony is that a religious system can continue functioning outwardly while its leaders accommodate themselves to what God condemns.
