Verse 13 is found in chapter 8 of Hosea. Israel multiplies altars for sinning and turns God’s law into something foreign. Abundant religious activity does not mean obedience. Judah is also accused of multiplying fortified cities and forgetting her Maker. The section contrasts two forms of false security: trusting corrupt religious systems and trusting military structures.
