The verse 12 is found in chapter 40 of Isaiah. Isaiah presents God as incomparable before nations, idols, and rulers. No creature can measure the heavens or advise the Creator. The conclusion addresses those who feel that God does not see their situation: waiting for Yahweh does not mean passivity, but receiving renewed strength because his power never runs out.
