That saith of Cyrus, He is my shepherd, and shall perform all my pleasure: even saying to Jerusalem, Thou shalt be built; and to the temple, Thy foundation shall be laid.

The verse 28 is found in chapter 44 of Isaiah. Isaiah ridicules idol-making by showing the contradiction of using part of a tree for cooking and another part to make a god. The craftsman ends up worshiping what he himself produced. Against this inability, Yahweh presents himself as Creator, Redeemer, and Lord of history who even uses Cyrus to fulfill his purpose.
