The verse 6 is found in chapter 56 of Isaiah. Justice and covenant faithfulness extend even to foreigners and eunuchs, people who could be excluded from the community. The house of prayer is called a house of prayer for all peoples. The final contrast with selfish shepherds shows that the promised inclusion also requires responsible and faithful leaders.
