The verse 15 is found in chapter 57 of Isaiah. The chapter denounces idolatry and corrupt religious practices in Israel, but also promises comfort to the humble and contrite. God dwells with the brokenhearted, so divine transcendence does not imply distance from human suffering. The absence of peace for the wicked closes the section by reminding us that restoration does not eliminate moral responsibility.
