The verse 17 is found in chapter 9 of Isaiah. The second half of the chapter shows that judgment does not stop because the people refuse to acknowledge it. Ephraim and Samaria respond to defeat with pride, and internal violence intensifies. The repeated statement that Yahweh’s anger has not turned away functions as a judicial refrain and reveals the persistence of rebellion.
