The verse 5 is found in chapter 23 of Jeremiah. The shepherds who destroy and scatter the flock are the rulers who have failed in their responsibility. God promises to gather the sheep and raise up faithful shepherds. The promise of the “Righteous Branch” introduces a Davidic hope in which the future ruler will exercise justice and bring security to the people.
