The verse 10 is found in chapter 36 of Jeremiah. God commands Jeremiah to write on a scroll all the words spoken against Judah. Baruch acts as scribe and reads the contents publicly in the temple. The prophetic word is thus recorded so that the people may hear and repent, demonstrating the importance of the written document within the process of warning.
