The verse 3 is found in chapter 5 of Jeremiah. Jeremiah searches for even one person who practices justice and is faithful in Jerusalem, but finds corruption among both the poor and the leaders. Comparisons with wild animals illustrate the danger produced by rebellion. The moral failure is widespread and cannot be reduced to a single social class.
