The verse 46 is found in chapter 51 of Jeremiah. The Jews are commanded to leave Babylon so as not to participate in its sin or perish with it. Seraiah must read the scroll and throw it into the Euphrates as a sign that Babylon will sink and not rise again. The final act turns the written prophecy into a visible symbol of the irreversibility of imperial judgment.
