The word which Jeremiah the prophet commanded Seraiah the son of Neriah, the son of Maaseiah, when he went with Zedekiah the king of Judah into Babylon in the fourth year of his reign. And this Seraiah was a quiet prince.

The verse 59 is found in chapter 51 of Jeremiah. The Jews are commanded to leave Babylon so as not to participate in its sin or perish with it. Seraiah must read the scroll and throw it into the Euphrates as a sign that Babylon will sink and not rise again. The final act turns the written prophecy into a visible symbol of the irreversibility of imperial judgment.
