Verse 6 is found in chapter 20 of Joshua. God commands the establishment of cities of refuge to protect the person who kills unintentionally from the avenger of blood. The institution carefully distinguishes intentional murder from accidental death. The accused can flee to a designated city and present the case before its elders. This legislation combines justice and mercy: it seeks to protect life without denying the need to investigate the circumstances of the death judicially.
