Verse 8 is found in chapter 20 of Joshua. Six cities of refuge are designated throughout the different regions of Israel: Kedesh, Shechem, Hebron, Bezer, Ramoth, and Golan. Their distribution facilitates access from different territories. The existence of these cities shows that the promised land also had to be organized around institutions that protected life and guaranteed legal procedures. Territorial distribution therefore included an infrastructure of communal justice.
