Verse 18 is found in chapter 21 of Joshua. The cities given to the priestly families descended from Aaron are listed, including cities in Judah, Simeon, and Benjamin. Hebron appears among them, although its surrounding fields and villages have particular regulations. The distribution shows that the priests receive strategically located cities within several tribes. Worship and priestly teaching are thus territorially connected with the entire Israelite community.
