Verse 23 is found in chapter 16 of Judges. The Philistines blind Samson, bind him, and put him to work in prison. Meanwhile, his hair begins to grow again. At the temple of Dagon, the Philistines celebrate and attribute their victory to their god. Samson’s humiliation is used to glorify Dagon, preparing a final confrontation that will once again raise the question of who truly possesses power.
