Verse 17 is found in chapter 2 of Judges. God raises up judges to deliver Israel, but the people repeatedly return to idolatry after each deliverer dies. The sequence shows that the judges provide temporary deliverance without resolving the collective tendency toward unfaithfulness. God leaves some nations in the land to test Israel and determine whether it will obey his commandments. The book thus begins explaining why the period is characterized by repeated cycles of downfall and deliverance.
