Verse 8 is found in chapter 3 of Judges. Othniel appears as the first judge. Israel does evil, falls under the power of Cushan-rishathaim, and cries out to the Lord. The Spirit of the Lord comes upon Othniel, who defeats the oppressor and provides forty years of rest. The first cycle establishes the pattern that will be repeated: sin, oppression, crying out, the raising of a deliverer, and rest granted by God.
