Verse 1 is found in chapter 11 of Nehemiah. The leaders settle in Jerusalem, and part of the people is chosen by lot to live there. Others volunteer. Repopulation shows that a fortified city needs a stable population and that living in Jerusalem entails a particular responsibility for the communal center.
