Verse 21 is found in chapter 13 of Nehemiah. Nehemiah orders the gates of Jerusalem closed before the Sabbath and appoints servants to prevent merchants from entering. When some remain outside, he warns them again. The reform combines authority, vigilance, and a conception of the Sabbath as protected communal time free from commercial pressure.
