Verse 15 is found in chapter 9 of Nehemiah. The giving of the commandments and instruction concerning the Sabbath appear as part of the people’s formation. The Law is not presented as an arbitrary burden, but as a set of just provisions. Therefore, later disobedience cannot be attributed to a lack of clarity about what God had commanded.
