Verse 29 is found in chapter 11 of Numbers. God responds to Moses’ burden by establishing a group of seventy elders to share responsibility for leading the people. The Spirit that was upon Moses also rests upon them. The episode teaches that Israel’s leadership should not be concentrated exclusively in one person and anticipates the conflict involving Eldad and Medad, whose prophesying confirms that the Spirit’s activity is not limited to a narrow circle.
