Verse 14 is found in chapter 15 of Numbers. The laws concerning various offerings anticipate Israel’s life in the promised land and regulate sacrifices that would accompany agricultural and communal life. The legislation assumes that despite the sentence against one generation, God maintains his purpose of bringing the descendants into Canaan.
