Verse 5 is found in chapter 2 of Numbers. The arrangement of the camp places Judah, Issachar, and Zebulun on the east side of the tabernacle. Judah leads this section and will later have a prominent position during the march. The arrangement of the tribes around the sanctuary visually represents a central truth of Numbers: Israel must organize its life around the presence of God, not around the independent interests of each tribe.
