Verse 38 is found in chapter 22 of Numbers. Balak receives Balaam and expresses confidence that he can obtain a curse against Israel. Balaam responds that he can speak only what God puts in his mouth. The tension between Balak’s expectations and Balaam’s stated limitation prepares for the following oracles. The power of blessing or cursing ultimately does not rest with the king or the prophet, but under God’s sovereignty.
