Verse 7 is found in chapter 23 of Numbers. In the first oracle, Balaam declares that he cannot curse those whom God has not cursed. Israel appears as a people set apart from the nations and as recipients of a particular blessing. Balak expected a formula of cursing, but instead receives a proclamation confirming divine initiative over Israel’s destiny.
