Verse 3 is found in chapter 24 of Numbers. Balak attempts a third setting to obtain a word favorable to his purposes, but Balaam again pronounces a blessing. The vision describes Israel as an established and blessed people and uses images of abundance, strength, and prosperity. The unity between the end of Numbers 23 and the beginning of 24 shows that Balak’s preparations result in an increasingly explicit declaration of divine blessing upon Israel.
